Yes. The SVG contains the JPG embedded as a raster image (<image> element). It opens correctly in Illustrator, Inkscape, Figma, and any SVG-compatible vector editor.
Is this the same as vectorization or image tracing?▼
No. This embeds the JPG inside an SVG wrapper. Vectorization (auto-tracing pixels into paths) is a different process — use Inkscape's 'Trace Bitmap' for that.
